Mr. Mohammad Sarwar Mahmood, ndc



Mr. Mohammad Sarwar Mahmood served as the Director General at the Ministry of foreign Affairs, Bangladesh from July, 2018 to April, 2021. Before taking up his immediate past responsibility as the Director General (South Asia), he served as the Director General (Public Diplomacy). Prior to return to the Ministry, he worked as the Consul General of Bangladesh in Hong Kong from April, 2013 to June, 2018. He earlier served in the Permanent Mission of Bangladesh to the United Nations in New York as Counsellor from January 2010 to March, 2013. Before joining the Permanent mission, he worked in the South Asia Wing of the Ministry of Foreign Affairs of Bangladesh. He also served in the Administration Wing as well as Americas and Pacific Wing of the Ministry. He further served in the Bangladesh missions at Brussels and Singapore under various capacities.


Mr. Sarwar stood seventh in combined merit list in the public service examination (Bangladesh Civil Service, BCS examination) and joined the Foreign Service in February 1998. After joining the Ministry of Foreign Affairs, he attended the foundation training conducted by the Bangladesh Public Administration Training Center and secured the prestigious “Rector Award (1st position)” among 246 trainee civil servants. He also completed specialized training course in diplomacy and foreign policy from the Foreign Service Academy of Bangladesh and obtained the second position. He also studied ‘Elementary Putonghua’ at the Yale-China Chinese Language Centre under the Chinese University of Hong Kong during May 16-August 22, 2015 and obtained grade A-.


Mr. Sarwar attended a number of bilateral, regional and international meetings as a member of Bangladesh delegation. He attended numerous meetings and represented Bangladesh at the United Nations from 2010 to 2013. He also attended the Non-Aligned Movement Foreign Ministers’ Meeting held in Bali, Indonesia in May, 2011, the 15th SAARC (South Asian Association for Regional Cooperation) Summit held in Colombo in 2008 and the D-8 (Developing 8) Summit held in Dhaka in 1999.


Mr. Sarwar obtained his Bachelor with Honors and Masters degree in Economics from the University of Dhaka of Bangladesh. He also did his MBA from the Institute of Business Administration under the University of Dhaka. He also learnt “Italian language and culture” in the University for Foreigners at Perugia, Italy from September 1999 to August 2000 and studied “International Law” at the Rome University, Italy from September 2000 to August, 2001. He is a fellow of the Asia pacific Center for Security Studies (APCSS), Hawaii, USA. He also completed ‘National Defence Course (NDC)’ from the National Defence College, Bangladesh from January 27, 2019 to December 19, 2019.


Mr. Sarwar is married with Ms. Farida Akhter and blessed with a daughter, Sidratul Muntaha Mahmood (born in 2002) and a son, Farhan Mahmood (born in 2007).
